Registration Requirements: Who Must Register, and When?
If you are already registered as a tenant at a place of residence in Germany, you only need to register or deregister in Munich if you are staying in the apartment for longer than 6 months. If you otherwise live abroad as a tenant and are not already registered in Germany, you must register if you are staying in the apartment for longer than 3 months.
Special Considerations for Families
When registering a family’s residence, it is sufficient for one parent to appear in person at the Citizens’ Office or for an authorized representative to handle the registration. Minors up to age 16 are registered by the person in whose residence they are moving.
Secondary Residence and Second-Home Tax
Anyone in Munich who uses an additional apartment in addition to their primary residence must register it as a secondary residence. This generally results in a second-home tax, which has been 18% of the annual net rent (excluding utilities) since 2022. An exemption is possible if your taxable income in the year before last was less than 29,000 euros (up to 37,000 euros for married couples and civil partnerships). The application for exemption must be resubmitted annually by January 31 of the following year.

To register your residence in Munich, you need to make an appointment at one of the six citizen service offices of the District Administration Department (KVR)—you can choose any location, regardless of your city district.

Registration in Munich: How to Schedule an Appointment with the KVR—Here's How It Works
Appointments are often not available again for another two to three months. The registration office accepts later appointments that were scheduled within two weeks of moving in. However, the KVR releases new appointments several times a day, so it’s worth checking online frequently.
Tip
If you urgently need your registration confirmation, you can check online again half an hour before opening time and still get an appointment for the same day.
Electronic Residence Registration (eWA): Conveniently Register Your Residence Online
Starting in 2024, you can register your residence in Munich online—provided it is your primary residence. Secondary residences must still be registered in person at the Citizens’ Office.
- Requirement: Online ID function of your national ID card (eID) with a PIN
- Advantage: No appointment or wait time at the Citizens’ Office required
- Available around the clock via the official online service
If the online ID function is not activated or is not available, a new PIN can be issued at the Citizens’ Office at any time.
After Registration: What Happens Next?
- Certificate of Registration: You will receive it immediately after registering at the Citizens' Office.
- Tax Identification Number: It will be sent to you automatically by mail from the Federal Central Tax Office approximately two to four weeks after your initial registration.
- Address on Your ID: When moving to Munich, you should bring your ID card or passport to update your address.
- Vehicle registration documents: If you’re moving with a vehicle, you can have your new address entered directly into the vehicle registration documents when you register. Please note that a fee may apply for this.

Do I have to register in person?
Yes, as a general rule, every person required to register must appear in person at the Citizens' Office. Alternatively, an authorized representative with a valid power of attorney may complete the registration on their behalf. When registering your primary residence online, you do not need to appear in person.

What is a landlord's confirmation?
The landlord's confirmation is a written confirmation from your landlord stating that you have moved into the apartment. Among other things, it must include the address, the landlord's name, the move-in date, and the names of all persons required to register, and it is mandatory for registration.

What happens if I miss the deadline?
If you miss the statutory 14-day deadline, you could theoretically face fines. In practice, however, leniency is usually granted in cases where appointments were demonstrably scheduled in advance but became available only later.

Can I sign up with a temporary address?
Yes, you can register even if you have a temporary address, such as a short-term rental, a serviced apartment, or a furnished temporary apartment. It’s important that your name is clearly visible on the mailbox so that official mail reaches you.

What is the difference between registering and re-registering in Munich?
If you are moving to Munich for the first time, the authorities refer to this as “registration.” If you already live in Munich and are moving into a new apartment within the city, this is considered a “change of address.” When changing your address in Munich, the same deadline, the same documents, and the same procedure apply as for initial registration.
